Broad Function

The HR Manager will be responsible for managing and overseeing various human resources functions within the organization. This includes but is not limited to recruitment, employee relations, performance management, training and development, and compliance with employment laws. The HR Manager will play a key role in fostering a positive work culture, implementing HR policies and procedures, and supporting the overall strategic goals of the company.

Roles and Responsibilities

People Development and Management

• Develop and implement effective recruitment strategies to attract and retain top talent.
• Conduct job interviews, assess candidates, and make recommendations for hiring decisions.
• Collaborate with hiring managers to understand staffing needs and workforce planning.

Employee Relations

• Act as a liaison between employees and management to resolve conflicts and address employee concerns.
• Implement and enforce company policies and procedures to maintain a positive work environment.
• Conduct investigations into employee complaints and provide resolution.

Performance Management

• Oversee the performance management process, including goal setting, performance reviews and development plans.
• Provide guidance to managers on performance-related issues and coach employees for improvement.

Training and Development

• Identify training needs and coordinate the development and delivery of training programs.
• Implement initiatives to enhance employee skills and foster continuous learning.
• Work with managers to create career development plans for employees

HR Administration

• Maintain accurate and up-to-date employee records.
• Ensure compliance with local labor laws and regulations.
• Administer employee benefits and compensation programs

Employee Engagement

• Develop and implement initiatives to enhance employee engagement and satisfaction.
• Organize and participate in employee recognition programs and events.

Qualifications

At least a Bachelors’ Degree in Human Resources, Business Administration or a related field.

Experience

Minimum 7 years of relevant working experience in HR management, or a similar role in Social Service Sector.

Knowledge, Skills and Competencies

Strong knowledge of employment laws and regulations

Excellent interpersonal and communication skills.

Proven ability to handle sensitive and confidential information.

Ability to adapt to changing social services landscape and industry trends

Responsibilities

• Experience in 2D/3D drawings.
• Must be able to conduct on-site measurements and sketch the drawing.
• Prepare and verify fabrication drawings, ensuring adherence to quality standards, production capabilities, and delivery schedules.
• Correspond and coordinate with clients.
• Collaborate with internal departments to ensure seamless project execution.
• Finalizing drawings from uncomplicated mechanical equipment diagrams.

Requirements

• Mechanical or related and Auto-CAD certification.
• At least 1 year of experience relevant experience.
• Proficient with AutoCAD software.

What you will do:

• Ensure smooth running of payroll cycles, overall HR and daily administration
• Responsible for creation, deployment and review of the recruitment strategy
• Work with the management on recruitment and talent management
• Advise employees on HR and other admin matters (leaves, recruitment, payroll, retention, insurance etc)

Payroll

• Process monthly payroll
• Verify reports submitted by restaurant managers including number of hours to pay, overtime payment, shift payment, commission and deductions
• Process and submit monthly CPF, SDL and FWL payments
• Process employee IR8A statement annually

Talent Management

• Managing performance at various points of an employee such as regular reviews and confirmations
• Spearhead and administer the annual appraisal exercise
• Manage leave balances and other benefits
• Review and manage employee’s incentive structure and welfare
• Create and administer the internship and apprenticeship programs with all relevant educational institutes and government bodies
• Create and deploy training programmes including WSQ courses among others

HR Administration

• Perform general administrative duties and manage onboarding/offboarding processes such as lockers, uniforms, name tags, and name cards
• Ensure maintenance of updated information of employees in P-files
• Apply, renew and cancel work passes for foreign applicants
• Source, screen and interview candidates through every available channel
• Foster long-term relationships with past applicants and potential candidates
• Manage employees disciplinary, grievances, termination and resignation procedures
• Other admin tasks as assigned

Corporate Initiatives

• Plan and organise employee engagement events & activities
• Launch initiatives to improve employer branding

HR Executive Responsibilities:

1. Recruitment

• End-to-end recruitment activities: sourcing, interviewing, qualifying candidates and conducting of first round of interviews
• Provide feedback and evaluation of candidates after first round of interviews to your Hiring Manager, Internal Stakeholders, or External stakeholders, where appropriate
• Maintain a talent pipeline of candidates to call upon when required

2. Retention

• Strategic planning of deployment, movement and replacement of seconded staff to ensure continual placement at the client’s site
• Monitor employee’s progress and ensure the company culture stays positive and productive
• Answer HR-related queries of fellow colleagues and handle grievance cases if required
• Assist with monthly payroll and government programme claims (e.g. traineeship)

3. Retraining

• Work closely with Internal Stakeholder to roll out HR Initiatives that will benefit the Company and encourage more efficient work from employees
• Gather the training needs of new hires and work with them on the trainings to be completed
• Engage fellow colleagues on a regular basis to assess and provide any ad-hoc trainings that can be provided

Job requirements

• Have a degree or higher (does not need to be HR-related)
• At least 2 years of working experience.
