The Technology Governance & Control Team is a key IT team responsible for providing oversight and governance of IT system development, service management, operations, and support functions at SMBC in Singapore.

Job Responsibilities

• Lead an IT Quality Assurance Team of more than 5 members to enhance the overall IT Technology Quality Assurance (QA) and Control framework.
• Develop, implement, and maintain the relevant IT Technology QA and Control framework, including policies, processes, and tools, for Singapore Branch and across APAC Branches.
• Conduct regular IT Technology QA & Control compliance checks on in-scope Technology Controls, such as project management, IT security, and operations, to evaluate the adequacy and effectiveness of internal controls.

Key Responsibilities:

• Recruitment and Onboarding:

Manage full-cycle recruitment, including job postings, resume screening, interviewing, and hiring decisions.

Conduct new employee orientations and ensure smooth onboarding processes.

Assist in the development of job descriptions and maintain accurate records of employment offers and contracts.

• Employee Relations:

Serve as a point of contact for employee concerns, offering guidance on policies, procedures, and conflict resolution.

Assist in conducting employee engagement surveys and implementing improvement initiatives.

Facilitate employee disciplinary processes and performance management.

Organise and brainstorm team bonding events, fostering strong start up culture and growth

• Compensation and Benefits:

Administer and track employee compensation, benefits programs, and annual reviews.

Assist in researching and benchmarking compensation trends to ensure competitive salary structures.

Act as a liaison between employees and benefit providers, helping to resolve any issues or inquiries.

Work with HR Vendors on payroll/leaves system ensure seamless workflow

• HR Compliance:

Ensure compliance with all local employment laws.

Maintain employee records, ensuring accurate documentation of personnel files and HR-related documentation.

Assist in the development, review, and update of HR policies and procedures.

• Training and Development:

Assist in identifying employee development needs and create training programs to foster skill enhancement.

Coordinate and track employee training programs and ensure compliance with training requirements. Support succession planning initiatives.

• HR Data and Reporting:

Maintain HR data in relevant systems and generate reports for management.

Track key HR metrics (e.g., turnover, engagement) to identify trends and areas for improvement.

Responsibilities:

Under minimal direction, formulate and define system scope and objectives based on both user needs and a good understanding of information technology, business processes, and industry requirements.
Act as a liaison between client and technical solutions/ support groups, using advanced communication skills to elicit, document, analyze and validate client requirements.
Apply extensive knowledge of the client's business and industry to develop requirements specifications.
Document requirements and translate into proper system requirements specifications using high-maturity methods, processes and tools.
Develop visualization, user experience and configuration elements of solution design.
Execute and coordinate requirements management and change management processes.
Develop and maintain internal and external relationships to support management of scope and expectations.
Participate in proposals, feasibility studies, implementations, and new business development.
Operates as a team member and as a team leader. Advise on methods to improve business processes.
Consider the business implications of the application of technology to the current and future business environment.
Develop and execute acceptance test plans and test cases.
May lead the training of clients and peers.
