Main purpose of the job  

The Global Procurement Lead for Upstream Processes will provide leadership to the Global Procurement function in particular to the Source-To-Contract, Supplier Lifecycle Management, Risk management and potentially other upstream service lines and related to Procurement, ensuring the successful execution of functional goals. He/She will foster collaboration and knowledge sharing between regions and GPO, support the implementation of new target operating model, and ensure compliance with governance, policies, processes and ways of working, including the right level of utilization of upstream procurement tools. We are looking for IT Procurement and Project Manager to join us in our mission to enhance Singapore’s competitiveness as a trusted ICT hub for citizens and businesses.

A brief summary of your job responsibility:

• Manage and execute the procurement of ICT systems, goods and services in a timely manner. This includes the preparation of all procurement deliverables for each procurement project assigned;
• Be part of various project teams to complete the procurement project on time;
• Provide business perspective in project teams;
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for the procurement of the ICT systems, good and services;
• Understand the government procurement policy and advise project teams on meeting such policies while enabling project needs to be met;
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks;
• Review proposals from suppliers;
• Review, clarify and negotiate business rules with suppliers;
• Drive innovation on work processes;
• Monitoring and Track Project Expenses and Timeline;
• Ensure that records and documentation of projects and related issues are kept updated; and
• Any other duties that may be assigned.

To succeed in this role, you will ideally have:

• Be familiar with Government IM on Procurement;
• Minimum 8/10 years of relevant working experience, preferably in both procurement and IT, with minimum 3 years in a project management role. Experience in managing Cloud, SaaS and/or AGILE projects will be beneficial;
• Good knowledge of government infocomm environment;
• Experience in Project Management for Monitoring and Tracking;
• Good knowledge of ICT procurement and contract management practices;
• Ability to communicate effectively across all levels;
• Team Player and Self-Motivated;
• Able to consolidate multiple streams of information into a cohesive whole; and
• Good command of the English language, both written and spoken.

Statement Of Purpose (Overall Purpose of Job)

To assist the administrative work of Purchasing System.

Major Duties & Responsibilities

(A) Specific :

• Create purchase requisition form (RF) and purchasing order (P.O).
• Assist new vendor evaluation form & circulation.
• Updating new vendor summary list.
• Updating new price / product list from supplier.
• Uploading correspondences / letter award into EOPS system.
• Checking materials transferring form daily.

(B) General :

• Assist to liaise with vendors materials sample submission.
• Chasing quotation, confirmation / letter award endorsement.
• Filing and circulation correspondences.
• Other duties as assigned.

(C) Safety :

• Follow the safety procedures, rules and regulations and eliminate or reduce hazard at the work place.

Job Requirements

(A) Education, Qualifications & Special Training :

• ‘N’ level, ‘O’ level, Diploma or equivalent.
• Job holder without the above qualification but with relevant experience would be considered.

(B) Knowledge & Skills :

• Basic computer knowledge for Microsoft word & Excel.
• Good communication skill in English and Mandarin in order to handle English and Mandarin speaking customers / vendors.

(C) Experience :

• Preferably with minimum 1 year and above relevant working experiences.
