[What you will be working on]

The officer will be part of the team that works closely with CBA to formulate precinct-wide initiatives to raise awareness and drive engagement with the precinct. He/She will also work closely with precinct stakeholders and associations to drive stakeholders-led marketing efforts such as Chinatown New Year Celebrations, River Hongbao, Five Footway Festival, Qi Xi Fest, and Chinatown Mid-Autumn Celebrations.

The officer will oversee one or two key assets in Chinatown such as Chinatown Heritage Centre, Chinatown Street Market and Chinatown Visitor Centre. We're currently looking for an IT Project Manager with a background in ERP systems to lead the implementation of a new integrated HCM and Finance system for our client. This position based in Singapore.

Responsibilities:

• Partner with HR, Finance, and IT leaders to create and execute project plans, including timelines and budget; define project scope, objectives, and success criteria
• Assist in evaluating potential solutions based on functionality, cost, integration capabilities, and alignment with organizational needs
• Lead and oversee the project team, promoting collaboration and maintaining transparent communication among both internal and external stakeholders.
• Work with the System Integrator to create a comprehensive project plan covering various modules, outlining timelines, milestones, and resource allocation.
• Oversee system configuration, data migration, deliverables and testing activities for both HR and Finance modules.

• Ensure proactive management of risks and issues, deploying mitigation strategies as necessary to mitigate potential impacts.
• Ensure compliance with all relevant data privacy and security regulations.
• Track project progress against goals and report to stakeholders regularly.
• Lead post-implementation activities, including system optimization and user support for both HR and Finance modules.

Requirements:

• Minimum 7 years of experience as a Project Manager specializing in Human Capital Management (HCM) and/or Finance systems.
• Recent involvement in HCM and Payroll implementation using a tier one ERP solution.
• Demonstrated proficiency in managing large-scale implementation projects involving multiple vendors.
• Comprehensive understanding of HCM and Finance processes.
• Strong communication skills, both written and verbal in English, with French proficiency considered advantageous.
• Proficiency in project management methodologies and tools.
• Experience in data migration and integration strategies, particularly in the context of large-scale system implementations, is desirable.
• Possession of Project Management certification is a plus

Responsibilities

• Analyse and develop manpower planning solution to support new development/expansion Infrastructure plans
• Work on manpower needs projections over the next 10 to 15 years to support expansion plans
• Ascertain and reinstate the foundational manpower needs for all job group as the budget planning guidance in addition to existing manpower budget-actual forecasting process
• Establish productivity measure matrix using WAU (Weighted Average Unit) model and evaluate/mapping of medical activities to improve/streamline processes
• Establish and mange detailed plans, scope milestones and deliverables
• Assess and manage project risks and mitigation plans, call out necessary escalation whenever needed
• Conduct business requirement analysis and identify key business challenges and solutions
• Establish performance indicators, measure and achievement of desired business outcomes, identify improvement opportunities to achieve the desired outcomes
• Track, prepare and communicate regular project progress timely to project sponsor and stakeholders
• Facilitate meetings effectively

Requirements

• Bachelor Degree or Above – Major in a quantitative discipline i.e. Finance, statistics, human resources, economics, or any related discipline
• At least 3 to 5 years in manpower analysis and workforce planning
• Preferably with Healthcare industry with a sound understanding of various Healthcare workforce job groups
• Ability to multi-task and work under tight timelines and capable to effectively prioritize/organize work
