We are looking for a Human Resource Manager that is excited about the below Mission and Outcomes over the next 6-12 months.

Mission:

The HR Manager will play a fundamental  role in shaping a positive and inclusive workplace culture, supporting the Head of HR in delivering initiatives that enhance employee engagement, retention and development. The HR manager is also responsible for delivering seamless HR operations across all  regions with a focus on office management, employee data compliance, payroll, staff training, coordinating and reviewing engagement surveys and benefits programs. 

Outcomes: 

1. Ensure 100% accurate and timely payroll processing, In collaboration with the Finance department, across all regions and resolving any payroll-related discrepancies 

2. Maintain accuracy with zero to two data errors each month by managing and maintaining employee data, ensuring all employee contracts, benefits, and personal data are up-to-date on a weekly basis, accurate and securely stored in the regional HRIS and the HR masterlist

3. Achieve 90% office capacity in our 3 Singapore offices from Monday to Friday and create a welcoming work environment ,including stocking pantry supplies, managing the biometric system for employee access and working with vendors for cleaning, aircon servicing, and other office needs  and to resolve other office related issues promptly

In this role, you will be a junior HR advisor who builds strong partnerships with the senior leaders and the HR Centres of Excellence (COE) teams to develop and execute the People Strategies.

Our HR Business Partnering team is structured to offer our stakeholders close support in three clusters – namely the Schools/Colleges, Administrative and Research clusters. The candidate will report to a Senior HR Business Partner. Depending on the background/ seniority of the selected candidates, he/she will be assigned to support business units of varying sizes and complexity and may have a secondary reporting line to the School Chair/ Pan-University Research Centres.

Responsibilities:

• Assist in supporting stakeholders on the full spectrum of HR functions
• Provide advice on HR policies and procedures including but not limited to the following areas - employment legislation, talent management, performance management, recruitment, manpower planning, rewards strategies and employee engagement
• Partner HR Centre of Excellence in the delivery of all HR initiatives such as manpower planning and projection, budget planning, employee engagement surveys, people development programs, change management plans, performance management etc.
• Provide advice to stakeholders on policy changes, collaborate with senior leaders and functional HR Centre of Excellence in the delivery of all HR initiatives such as manpower planning , budget planning, employee engagement surveys, people development programs, change management plans, performance management etc.
• Supports the assigned unit in HR operations such as:
  • work closely with NTU’s Shared Services team on the search for talents and appointment/re-appointment/ re-employment of staff on a timely basis
  • support onboarding and offboarding matters
  • plan and manage Promotion and Tenure and Lecturers & Practice Track Promotion Exercise

Requirements:

• Degree with at least 4-6 years of relevant working experience in the Human Resources function
• Good Knowledge of Employment Act and Labour Laws
• Excellent communications and interpersonal skills with strong ability to engage and influence stakeholders at various levels
• Demonstrates flexibility and adaptability according to changing needs and priorities
• Collaborative and is comfortable working in a matrix structure with multiple priorities
• Resourceful and possess strong initiative to drive changes
• Ability to work independently as well as be active team members within and across the HR team.

The Human Resources Manager will be responsible for the successful execution of relevant HR initiatives and action plans, in addition to overseeing and managing day-to-day HR processes including, but not limited to, compensation, benefits administration, LOA’s, workplace safety- workers comp, onboarding, offboarding, staffing, training and development, performance mgt, employee relations, executive/manager HR advisor, reporting, policy and procedure, understand statutory compliance and labor laws, small tactical projects, familiar with HRIS systems- Oracle or others, analytics, data entry, etc., etc.

The role will be the point person to lead and advise in matters relating to human resources, employment law, industry practices, and workplace rights, and will report to the Senior Human Resources Manager based in our US corporate headquarters.

The role requires experience as a people supervisor/manager and is sufficiently experienced and capable to work independently outside of direct headquarters supervision.

Responsibilities:

• Oversee general and Human Resources and Staffing functions in APAC- including Singapore, Korea, India, Japan, China and Taiwan.
• Provide expertise and knowledge in statutory and industry practices/standards and labor laws.
• Demonstrate experience in all employee life cycle phases, including recruiting and staffing, onboarding, training and development, performance management, benefits and compensation, LOA administration employee relations, HRIS administration, HR data analytics, succession planning and offboarding.
• Participate in the development and implementation of international policies and procedures.
• Provide support to the group compliance audit and its related activities.
• Other duties as assigned.

Requirements:

• Bachelor’s degree in Human Resources or a Business Discipline
• A minimum of 5 years’ experience working as a Human Resources Manager
• Experience supporting Employee Relations at multiple Company sites in APAC
• Excellent knowledge of HR laws and regulations, labor law and compliance in all APAC countries
• Experience supporting HR infrastructure, programs, and processes
• Excellent communication skills, both written and verbal in English and Mandarin language skills
• Experience working in the technology industry/multinational organization preferred
