About the Role

We are currently seeking an experienced Senior IT Procurement Manager to join our team and contribute to our mission of enhancing Singapore's competitiveness as a trusted ICT hub for citizens and businesses.

A brief summary of your job responsibility:

• Elicit, scope and manage business requirements aligned with Government procurement strategies with application of ICT knowledge.
• Perform data analysis to enable data-driven decision on procurement strategies, supplier performance and approaches for the assigned bulk tenders. This includes research on demand and supply-related market factors to substantiate decision making.
• Manage operations of ICT bulk tender projects ensuring adherence to Government procurement processes.
• Participate in Government procurement tender and evaluation process in accordance to Government policies and procedures to meet procurement objectives with understanding of ICT industry and key players in key technical areas; provide guidance to business/technical users on specification requirements and queries.
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for ICT systems, products and services procurement.
• Advise project teams on government procurement policies and ensure compliance while meeting project needs
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks.
• Address user clarifications to enable rapid adoption and smooth transition of participating agencies onto bulk tenders with good understanding of ICT industry key players for ICT products/services applicable to Government.
• Apply contract monitoring methods to assess suppliers’ performance, and execute contract management procedures and techniques.
• Manage suppliers (in accordance to contractual obligations) to meet stipulated service levels within scope and schedule, and perform variation and technology refresh (when necessary).
• Collaborate with project teams to ensure timely completion of procurement projects.
• Provide regular and timely project status reports to upper management and manage project timelines, stakeholders, and communications.
• Ensure compliance of ICT projects with Quality Management System (QMS) and contractual requirements.
• Conduct audit and follow-up on customers’ usage of projects.
• Perform any other duties as assigned.

To succeed in this role, you will ideally have:

• Be familiar with Government IM on Procurement.
• Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement.
• Experience in managing Cloud, Software as a Service (SaaS), and/or AGILE projects will be beneficial.
• Participated in full software or product development cycles.
• Proven experience in IT business analysis.
• Experience in Project Management for Monitoring and Tracking;
• Good knowledge of ICT procurement and contract management practices;
• Ability to communicate effectively across all levels;

Regional pricing strategy & execution

• Develop and execute pricing strategies across local and travel retail markets spanning Asia Pacific in collaboration with Guerlain HQ and commercial teams.
• Conduct regular analysis of pricing competitiveness across key markets to assess impact of currency fluctuations and promotional campaigns.

Analytics & business intelligence

• Deliver actionable insights on key macro-economic, market & competition trends impacting our performance across APAC.
• Consolidate business and retail performance KPIs for regular reporting to HQ and regional management stakeholders.
• Employ key business insights & analysis to prepare forecasting for operational management & annual budget planning requirements.

Strategic planning and project management

• Work closely with regional management on end-to-end business planning process from developing strategic commercial strategy, initiatives planning & road-mapping, to execution and performance tracking.
• Support preparation for top management meetings, including annual budget meetings, business reviews, market visits, COMEX presentations, etc.

Perform cost management activities on site including but not limited to the following activities:

• Cost validation for work assignments/packages and change order.
• Ascertain cost of works prior to award for each work package.
• Perform measurement of works based on SMM IEC measurement rules.
• Develop Notes On Pricing.
• Vetting of Packages Bid Form. Bidders qualifications and bidders list proposal for each procurement package.
• Provide regular report on procurement progress and cost tracking.
• Procurement package delivery status report.
• Develop implementation plan, including timing, resources, and program management necessary to achieve the identified savings per assigned work/project.
• Develop overall cost tracker for entire Works.
• Advising % of contingencies & projected cost escalation for labour + material.
• Participation during design meeting, bid interviews and negotiation.
• Determine Contractor’s Basis Of Estimate and provide professional advice.
• Drive for negotiations for change order and track the negotiation effort. Negotiation should be based on data.
• Conduct sourcing events, including request for quotations (RFQ) or request for proposals (RFP), negotiations with bidders, bid awards with Decision Analysis (DA), and draft Tender Recommendation Report, as needed.
• Perform general procurement (commercial and contractual) administration, management, and support.
• Procurement package expediting / delivery tracking and reporting.
• Validating GC Cost of Works, Change Orders, Monthly Claim Recommendation.

• To be responsible for overall project management in ensuring the quality, cost, statutory, safety and environment issues and project scheduling requirements are met
• To be responsible for overall co-ordination and management of construction projects including progress, logistics, quality, cost and client relations

Primary Responsibilities

Business Performance

• Develop, plan & execute departmental budget and weekly forecast based on revenue and expenditure on monthly basis.
