What you will be doing

Job Requirements

• Degree in Information Technology, Computer Science, Computer Engineering or equivalent
• Certification in PMP or CITPM will be an added advantage.
• At least 8 years in IT industry, inclusive of 3+ years in a technical role, and 3+ years’ experience in project management
• Experience in managing projects with a budget of over $100k.

Responsibilities:

Project Preparation, Evaluation and Execution

• Initiate and monitor the master project schedule up to FID
• Develop high-level project descriptions including layout drawings and process drawings(P&ID)
• Prepare specifications in line with Vopak standards and estimate costs for the proposed new, modifications or expansions project
• Take lead in preparation and completion of the ITB document including Basis of Design (BoD).
• Develop bid & piping packages for smaller project portions and work with Vopak Managers to develop bid packages for larger turnkey construction project portions.
• Take lead in technical clarification with the guidance of Vopak Managers to fully assess completeness of tender proposal and detailed comparison with every tenderer

• Provide an on-site technical and engineering service between contractor and Vopak to maintain control of construction, including site safety supervision and Safe Work Permit coordination
• Supervise and review Contractor Quality Inspection and Test Programmes. Coordinate specialist Third Party Inspections
• Review technical problems arising during construction, ensuring significant matters are formally resolved between contractor and Vopak.
• Investigate variation orders and make recommendations

Project Governance

• Support, deputise the Project Manager, and be accountable for the success of the project
• Support the Project Manager to evaluate the risk level; to seek mandate from the executive board prior to signing off; to provide leadership for the VPM roles and internal customer to manage project stakeholders; to coordinate all applicable project work streams

Compliance

• Take lead in overall compliance to Vopak Project Management (VPM) requirements.
• Conduct What-If risk assessment on changes under MOC
• Conduct Peer / Design Review as part of VPM requirement
• Keep abreast with the requirements of local legislative requirements and Vopak Corporate, Codes, Standards, and regulations
• Review of Method Statement and JSA(New)

Post Implementation Review

• Conduct project review on project and technical accomplishments
• Close-out the project and participate in a post implementation review

Stakeholder Relationship & Management

• Plan and deliver stakeholder engagement activities to develop effective project working relationships and to ensure that stakeholder needs and concerns are identified and met
• Manage internal and external stakeholder to ensure project is completed timely and safely
• Liaise with tax, legal, insurance, and treasury corporate departments / advisors on matters like e.g., contracting plan, and project execution plan

People Management

• Coach and guide other Project Team Members

Implement financial controls including controlling authorisations of expenditure and cash flow projections, preparation of budgets in conjunction with engineering and construction team members, ensure effective coordination and cooperation between other team members, particularly in regard to cost, planning (forecasting) and procurement matters. Reviewing, auditing and improving project controls activities on specific projects - demonstration of project controls capability in the areas of cost control and scheduling to existing and potential clients (business development) and direct involvement in execution of key projects: Proposal preparation & demonstrate a high level of skill in planning Oil & Gas industry Engineering, Procurement, Construction and Project Management modification and maintenance projects using computer based planning and scheduling techniques. Demonstrate Primavera Project Planning software operating expertise with the ability to apply Critical Path Method planning techniques to develop detail Engineering and Installation Project networks and schedules. Computer based Project Management Planning experience (especially utilising Primavera P63 package or equivalent) and ability to apply Earned Value Management techniques to measure/status and monitor.

Requirements:

• 12 to 15 years professional experience in related duties
• Minimum 10 years’ experience in oil & gas / petrochemical industry
• Engineering Degree
• Must have proven track record of the initiation of meaningful project controls in a multi project environment and with demonstrable skills in management of project time and cost
