What will the Director do?

The primary role of the Director is to oversee, develop and strengthen the methodological quality of CEI’s work in evaluation and monitoring for Singapore and Asia. Dependent on experience, the leader will also oversee projects involving implementation science, research (including evidence reviews) and translational research. The Director will be a member of the organisation-wide Leadership Team responsible for driving and facilitating the delivery of CEI’s vision.

Specifically, the primary focus areas of the Director are:

1. High quality project delivery – This role will undertake project oversight, working across projects and geographies to provide leadership to CEI teams as they deliver projects. CEI leads strategic projects for some of Singapore and the region’s most innovative and forward-thinking government agencies, philanthropic organisations, and social sector agencies.

2. Leading high-quality research – The Director will ensure standards for high quality research and evaluation for CEI’s work in Singapore and Asia, in partnership with global Methods Lab leadership. This will include leading a methodologically strong workforce to produce high-quality work alongside line managing and supervising research and evaluation team members.

3. Business and client development and stakeholder management – The Director will initiate, cultivate, and sustain strategic relationships with organisations and individuals across the region and build a portfolio of fee-paying projects that are aligned with CEI’s vision and focus areas. This Director will grow the institutional profile for CEI a leader in the field and of their own profile as a leader of the institution.

4. Strategic leadership – Initiate, develop and maintain strategic relationships, build a portfolio of work in Singapore aligned with CEI's vision and focus areas, and lead large scale funding bids.

5. Team leadership – Co-lead the Singapore team ensuring we recruit, develop, engage, and retain excellent staff working to high standards of rigor.

This role will also have regional travel responsibilities, to build relationships and work with partners.

Key areas of responsibility

High quality project delivery, including:

· Expertly lead a project portfolio and project teams, driving quality and impact for all our work

· Ensure project health and sustainability by assuming operational responsibility for:

o Establishing and supporting project governance, ensuring appropriate resource allocation, and enabling project performance, compliance, and accountability

o Quality assurance processes

· Ensure financial health and sustainability of the Singapore team and our wider business, through efficient project management and delivery, working closely with the Managing Director

· Contribute to other CEI projects on an as-needed basis by providing strategic or technical input.

Leading high-quality research, including:

· Lead the development of research methods and oversee the methodological quality of CEI’s research and evaluation in Singapore, working alongside the Methods Lab leadership, including the review of significant proposals, plans, and reports integral to CEI’s business development and delivery.

· Support the development of CEI-wide standards, tools, and approaches to improve the methodological quality and consistency of CEI’s work in consultation with the Leadership Team

· Identify and support the management and resolution of significant issues related to quality of methods in consultation with the Methods Lab leadership.

· Support organisational efforts to refine and communicate CEI’s approach to research and evaluation across products, including in leading implementation of approaches in Singapore.

· Identify developmental opportunities to build the methodological of Singapore staff.

· Support CEI teams in scoping, developing, and communicating research and evaluation proposals, plans, analysis, and reports.

· Supervise members of the CEI Singapore team; support activities to enhance understanding, application, and design of methodologies using implementation science, evaluation and evidence synthesis models or frameworks.

· Contribute to CEI’s Methods Lab as an active member.

Business and client development and stakeholder management, including:

· Co-lead business development in Singapore and the region, ensuring a strong project pipeline and increased median project revenue.

· Lead and/or oversee the development of high quality successful competitive tenders and grant applications.

· Build long-term, mutually beneficial strategic partnerships with key sector stakeholders and with national and international partners.

· Use compelling, evidence-informed, and engaging thought leadership to influence stakeholders and the sector.

· Manage complex stakeholder relationships including with high-profile clients, partners/collaborators, and other stakeholders.

· Raise the profile of CEI in Singapore and the region, including by proactively cultivating a network of key stakeholders.

· Ensure CEI’s strong presence in Singapore and the region, and represent CEI at forums, conferences, and meetings.

· Seek opportunities to share CEI’s thought leadership publicly and to contribute to the field.

Strategic leadership, including:

· Contribute to the strategic leadership of CEI globally, including operationalising and leading on selected strategic priorities and ensuring delivery.

· In collaboration with the rest of the Leadership Team, expand CEI’s profile and presence and diversify funding sources.

· Build organisational capacity to thrive, make a real impact, and do so efficiently and sustainably.

· Make strategic contributions to CEI’s internal operations.

Team and project leadership

· Co-lead the Singapore team as a highly engaged, high-performing and diverse group, closely tracking staff wellbeing and cultivating CEI’s culture of staff growth and development, sharing of expertise, and excellent teamwork and collaboration across the organisation.

• Ensure timely delivery and implementation of the enterprise data and sense making projects that include data architectures (ingestion, storage, acquisition, validation), data exchanges, big data analytics platforms, user data and analytics systems.

• Communication and Outreach. Oversee the development and implementation of the Institute’s communication strategy and outreach activities. Actively promote the Institute’s research and activities to potential participants, partners, and the broader public. Undertake strategic public relations engagements to expand the Institute’s visibility through all relevant physical and digital media platforms.
• Recruitment and Visiting Programs. Work with the Director in managing the recruitment of research and visiting scholars.
• Financial Management: Guided by the Director, and in coordination with the Senior Manager, oversee the budget implementation, resources, procurement, and billing processes, optimizing fiscal responsibility and resource allocation.
• Team Leadership: Inspire and foster a culture of professionalism, efficiency, and collaboration within EAI and across all relevant stakeholders in NUS..

1. Job Purpose

The Director/Deputy Director of Digital Services is responsible to drive NHG’s digital transformation efforts and associated change management for population health plans, relationship based care and integrated care with primary and community care providers and partners. He/She will support the leadership in business transformation efforts through the implementation of digital strategy and digital products in alignment with the overall business needs and plans. In particular, he/she will work closely with the Chief Clinical Informatics Officer (CCIO) and the Population Health Management and Planning team of Population Health Campus in the development of the digital strategy and data strategy for the our residents and patients. He/she will also work closely with the Digital Health department at NHG HQ and stakeholders such as MOH, Synapxe to ensure congruency and alignment.

He/she shall lead the Digital Services team to ensure smooth and effective engagement, implementation and evaluation, in accordance with the goals and objectives and developed strategies under Population Health. This involves collaboration with key stakeholders both internally and externally to understand their digital needs and identify opportunities for transformation and improvement. He/she should also possess the ability to lead the team to keep abreast of developments in the government IT and business transformation landscape; be familiar and current with the latest technology trends and innovations, so as to drive innovation and efficiency. This will also drive NHG’s performance in achieving NHG’s Population Health Aims and sustain our operations.

The scope shall include but not limited to driving the development of department/division strategies, developing plans and facilitating discussion to empower business leads and users to implement the digital plans in line with business transformation, resource acquisitions, internal/external stakeholder management as well as overseeing the execution with accountability for the approved milestones/budgets/timelines and in compliance with directions given by the Chief.

2. MAJOR DUTIES & RESPONSIBILITIES

PRIMARY ROLE

• To drive NHG’s digital transformation efforts and associated change management for population health plans, relationship based care and integrated care with primary and community care providers and partners. Performs role of Secretariat to Digital Community of Care Steering Committee and Adoption Committee.
• To support the Population Heath leadership in business transformation efforts through the implementation of IT strategy and digital products in alignment with the overall business needs and plans. In particular, he/she will work closely with the Chief Clinical Informatics Officer (CCIO) and the Population Health Management and Planning team of Population Health Campus in the development of the digital strategy and data strategy for the our residents and patients.
• To lead the Digital Services Team to ensure smooth and effective engagement, implementation and evaluation, in accordance with the goals and objectives and developed strategies under Population Health, in consultation with internal and external stakeholders, which maximises engagement and garner buy in.
• To lead the Digital Services team to translate approved digital plans into implementation, execute, monitor/control them and adapt according to lessons learnt, changes in environmental factors, new requirements, etc. It also includes efforts to mobilize relevant external resources, content, etc. to support the aforesaid.
• To work with internal stakeholders on necessary reviews and reporting.
• To build trust, deepen relationships and manage stakeholders to smoothly fulfil the aforesaid areas of responsibilities.
• To lead the planning, coordination, implementation and evaluation of pilot digital projects with internal/external stakeholders.

(a) Education/Training/Experience

• Min. Bachelor degree qualification from a recognized university. Preferably with healthcare information technology, change management and/or design thinking experience.
• Preferably at least 10 years of relevant experience, of which at least 5 years involve leadership experience (equivalent level of Directorship). Preferably with healthcare background and a track record in digital innovation.

Job Role Description

Senior Student Care Facilitators are responsible for creating a safe and supportive learning environment for students, managing their behaviour, and effectively communicating with parents and stakeholders. They are responsible for ensure the safety and well-being of students at all times in the Student Care Centre, facilitating and guiding children in their daily routines, activities, and programs. They implement daily class activities, document student activities, progress, and behaviour, track student activities, and collaborate with colleagues within student care and from various sectors to support students with specific needs.

They build rapport with parents and serve as the first point-of-contact for parents in all matters related to the child, effectively communicating with parents and stakeholders. The ideal candidate is proactive and pre-emptive, striving for an incident-free and accident-free student care centre.

The Senior Student Care Facilitator plans, writes, and effectively implements age-appropriate lesson and activity plans, demonstrating excellent interpersonal and collaborative skills. They approach classroom and behaviour management with patience and a positive attitude, effectively handling conflicts and disruptive behaviour.

In addition to the above, the Senior Student Care Facilitator provides ongoing support, mentorship, and guidance to Student Care Facilitators and other junior Student Care programme staff, ensuring they have the necessary skills and knowledge to excel in their roles.

He/she has to work closely with the Student Care management and administration to implement best practices, ensure compliance, evaluate effectiveness, and ensure timelines are met.

Senior Student Care Facilitators serve as experienced role models, guiding and mentoring junior staff, and inspiring and motivating students to reach their full potential. They contribute to the continuous improvement of the Student Care programme under the guidance of the Student Care Manager and Student Care Assistant Managers.
