We are representing our client, a local church organisation to look for an experienced HR practitioner to complement the existing team.

As the Manager (HR), you will play a pivotal role in shaping the people strategy and culture in alignment with the church’s vision, mission and values. You are responsible to lead and oversee all HR functions, including workforce management, staff engagement and development and serve alongside senior and executive management teams on organisational growth and development matters in the church context.

Responsibilities:

• Lead and manage full spectrum of HR functions throughout the staff life cycle, including recruitment, compensation and benefits, learning and development, talent management, HR information system, with efficaciousness, integrity and consistency.
• Provide best practice HR advice and strategic HR planning in consultation with relevant stakeholders.
• Develop HR strategies, policies and initiatives that align with church outcomes.
• Manage compensation and benefits projects in consultation with Board HR Committee and senior management team.
• Manage staff development processes to build organisational capacity for the short-term and long-term needs of the church.
• Drive HR projects relating to staff engagement and well-being and building talent pipeline.
• Oversee HR team to ensure smooth running of all HR processes including payroll administration and contracts management.

Requirements:

• Bachelor’s Degree in Human Resources or equivalent.
• Minimum 8 years of relevant experience with at least 5 years in managerial capacity.
• In-depth knowledge of local employment law in accordance with TAFEP guidelines, IRAS and CPF Act is required.
• Ability to think strategically and execute operationally.
• Strong persuasion and influence skills to manage stakeholders across all levels of staff and board members.
• Excellent communication, leadership, and interpersonal skills.
• Digitally-saavy and experience with HR systems is required.

Working closely with the management, you will be responsible to support in all aspects of human resource and act as the first point of contact for HR-related queries from employees and external partners.

Job Description:

• Manage to handle monthly payroll process for both Singapore and Malaysia companies. Calculating, and entering data in order to maintain and update payroll information accurately according to payroll requirements.
• Responsible for the update and monitor of the employee's attendance, leave/medical record in HR system.
• Maintaining physical and digital files for employees and their documents into P-File.
• Follow up on employees’ confirmation.
• Handle the issuance of standard human resources letters, documents, memos, and other correspondence.
• Generate and provide employees' pay slip and answer queries relating to payroll, leave, income tax etc.
• Responsible for recruitment process.
• Support in ensuring that all on-boarding and off-boarding documents for employees are collated
• WP, SP and EP application and renewals.
• Insurance renewal/ claim (WICA) and Foreign Worker Medical Insurance (FWMI).
• Prepare and manage all statutory submissions, payment and processing of government claims, eg. reservist, child-care, paternity, maternity etc.
• Perform annual IR8A tax submission and IR21 for tax clearance.
• Liaise with Malaysia government body related to payment contribution, SOCSO claim, EA form and tax clearance.
• Ensure legal compliance throughout human resource management and provide advice on HR to HODs and managers.
• Assist to implement and manage human resources policies, handbook, SOPs etc.
• Perform other duties and responsibilities assigned by the superior from time to time.

Requirements:

• Candidate should possess at least a Diploma/Degree in Human Resource Management, Business Management, Business Admin or equivalent.
• Candidates without the academic qualification will be considered if they have the necessary experience.
• Preferably 2 year(s) of working experience in the related field is required for this position.

The HR Specialist will manage day-to-day HR functions across assigned clinics, ensuring the seamless delivery of payroll processing, operational support, and HR compliance. This role is integral to maintaining efficient HR operations and providing critical support to our group of clinics.

Responsibilities

Payroll Management

• Execute end-to-end payroll processing, ensuring timely and accurate salary processing.
• Manage payroll records, leave, and attendance, addressing any payroll-related queries from clinic staff.
• Ensure compliance with statutory requirements and organizational payroll policies.

HR Operational Support

• Oversee general HR operations across assigned clinics, providing on-site and remote support to clinic managers and staff.
• Coordinate employee onboarding and offboarding, ensuring all standard operating procedures are followed.
• Maintain accurate HR records and prepare necessary reports on HR metrics, payroll, and compliance for management review.

Government Grants Administration

• Manage the submission and tracking of government grant applications
• Stay updated on changes to government grant policies and procedures to ensure compliance.

HR Process Improvement

• Identify areas for process enhancements in payroll and HR operations, contributing to the continuous improvement of HR services.
• Support the implementation of HR policies, initiatives, and programs across assigned clinics.

Qualifications

• Bachelor / Diploma degree in Human Resources, Business Administration, or a related field.
• At least 5 years of experience in HR operations or payroll administration, preferably within the healthcare industry.
• Strong understanding of payroll systems and HR processes.
• Excellent organizational skills and attention to detail.
• Ability to handle sensitive information with confidentiality.
