KEY JOB PURPOSE
The assistant human resource manager/senior human resource executive provides management-level leadership and guidance to the Management, in addition to performing all of the day-to-day HR functions. She/he is responsible for talent acquisition, diversity initiatives, internal staffing, on-boarding/off-boarding, conditions of employment, retention of staff, benefits, health management programming, performance appraisals, and setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices.
KEY RESPONSIBILITIES
The job scope includes:
· Responsible for the full spectrum of human resource functions such as recruitment and hiring, manpower planning, compensation and benefits, learning and development, employer-employee relations and workplace safety, performance management and daily HR-related operation matters.
· Manage the full spectrum of the payroll includes accurate and timely processing of payroll, CPF submission, income tax preparation and submission, reservists’ pay and all other claims, reconciliation of the monthly payroll reports, audit matters and all other payroll-related matters.
· Prepare annual reports, initiate employee engagement survey, implement talent acquisition and strategies.
· Proactively managing sourcing of potential profiles via different channel
· Review end-to-end recruitment activities including of selections, offer negotiation, and acceptance.
· Ensure best practices in recruitment and talent management
· Responsible for Transformation/Change Management and Compensation and Benefits Management
· Closely linked with the business department, organize regular inventory and internal talent assessment work;
· Formulate plans for the development of the company's organizational structure and personnel, and promote their implementation;
· Design and implement employee’s benefit plans;
· Develop succession plans and creation of development opportunities for staff with leadership potential
· Develop and implement HR strategies and policies, ensure compliance with local laws and regulations and the company development needs;
· Ensure HR compliance in all areas and effective implementation of HR strategies aligned to the company’s objectives.
· Provide excellent HR company partnering to support the company growth and maintain good working relationship with key stakeholders
· Handle office Management such as purchasing stationery, pantry items, groceries, and managing staff welfare obligations.
· Perform any ad hoc duties as assigned by the Management whenever required.
COMPETENCIES AND QUALIFICATION REQUIREMENTS
· Minimum 2 years HR related management experience.
· Degree in Human Resources, Business Administration, or any equivalent
· Bilingual (Mandarin & English)
· Possess sound working knowledge of MOM legislation, CPF & IRAS statutory requirements and other local statutory requirements
· Good hands-on experience in HR-related applications and technology.
· Well-versed with prevailing HR best practices and strong knowledge in local legislation and statutory requirements in the APAC countries, especially in Singapore context.
· Good communications & interpersonal skills to interact and collaborate with different personalities.
