Overview

The Job Holder will support the Community Allied Health and Medical Planning Support (CAMP) unit under the Clinical Services and Governance Division (CSGD). The Job Holder will provide support for strategic allied health and medical manpower planning, coordination and administration matters to the Medical Lead and Allied Health Lead to ensure smooth delivery of Community Allied Health and Medical services, as well as an engaged workforce of Allied Health Professionals (AHPs) and Doctors to drive integrated care in the community.

Accountabilities

(1) Strategic AHP and Medical Manpower Planning

· Manage annual financial work plan and budgeting exercise for required community medical and AHP manpower to support population-health based initiatives and programmes

· Provide support on long and short-term strategic manpower planning and conduct regular reviews with Medical Lead and Allied Health Lead

· Keep abreast of NUHS population health developments and identify opportunities/gaps/areas of collaboration in terms of community AHP and medical support where appropriate

(2) Professional matters and clinical quality management

· Coordinating with Medical Lead and Allied Health Lead on professional and development matters

· Support in the implementation of quality assurance (QA) and quality improvement (QI) initiatives

· Liaise with relevant stakeholders on allied health and medical-related workflows

(3) Manpower-related administration support

· Liaise with internal/external stakeholders and/or programme owners (e.g. Community Nursing, Community Operations, hospitals) to establish service agreements

· Support onboarding, administrative and disbursement matters relating to allied health and medical manpower purchase and coordination

· Manage and maintain list of RHSO allied health and medical manpower under the Community Care Team and Medical Director’s Office

· Planning and managing workforce engagement activities to understand AHP and medical resourcing/operational needs

· Provide secretariat and administrative support for related meetings as assigned. This includes minute taking, preparation of slides, record keeping etc.

(4) Any other task as assigned

1) Lead and ensure Safety at all levels

Job Purpose :

The High Performance Manager (HPM) is responsible for the management and operation of the High Performance (HP). He/she oversees and maintains the development and implementation of a comprehensive athlete development system, which includes: national team HP programmes (all relevant disciplines) and their developmental pathways, national coaching staff liaison, anti-doping programme, officiating development, athlete assistance and support, HP and technical liaison for major games and competitions.

The HPM reports directly to the General Manager of the Singapore Silat Federation (SSF). He/she monitors and provides support to the coaches. For all decisions pertaining to planning and execution of HP programmes and pathways, the HPM would need to seek approval from the Board and Joint Management committee.

Key Duties/ Responsibilities :

The role will cover six key areas of the organization –

1. HP Planning and Management

- Develop, monitor and evaluate the high performance programmes and pathways through annual work plans and performance indicators established within the Multi-Year Sport Plan (MYSP).

-Serve as key performance liaison between Singapore Silat Federation (SSF), Sport Singapore Institute (SSI), National Youth Sports Institute (NYSI) and Singapore National Olympic Council (SNOC).

- Develop and integrate long-term performance analysis tools and reporting mechanisms for programme evaluation and monitoring, to assist in the communication of HP programme objectives to coaches and athletes.

- Quarterly reporting on all HP programme initiatives, including a detailed analysis of final results vs. performance objectives and recommendations for future improvements.

- Quarterly reporting to the JMC

- Work closely with national coaches for implementing the high performance programmes and day-to-day training plans.

- Work closely with SSF affiliates to build a harmonious environment for coaches and athletes developmental pathways.

- Develop and maintain procedures/processes relating to HP.

2. Budgeting

- Devise and be accountable for the annual HP programme budgets.

- Oversee and track budget for all training (local/overseas) and competitions of National Team.

- To prepare expenditure statements against the approved budget for all training (local/overseas) and competitions.

- To work closely with Finance/HR on the preparation and submission of the various financial schemes and grants for National Teams – SPEX Grant, Annual Grant, etc.

3. Programme Management

- Ensure effective and efficient delivery of the structures and system of the HP programmes and pathways with the approved budget.

- Ensure that the reporting and performance monitoring systems are in place and meeting the requirement of SSI & NYSI

- Work closely with the national coaches in supervising the preparation of annual HP national team training and competition programmes.

- Work closely with the national coaches in the areas of development and communication of the HP team programmes, including athlete and team selection.

- Support the implementation and evaluation of long-term training and competition plans for the HP national teams and develop monitoring tools for annual and MYSP against objectives reviews.

- Ensure that the national training centres, national team athletes, and SSF are informed of all HP national team programme matters in a timely manner.

- Assist coaches with the preparation and coordination for all major games and international competitions such as site recce of competition venue, filming of races and generating data record etc.

4.Sport Medicine/ Sport Science Support

- Work closely with SSI & NYSI sport medicine/ sport science division on the various aspects of training such as biomechanics, nutrition physiology, psychology, strength and conditioning, etc.

- Manage all aspects of the anti-doping programme including communication regarding registered testing pools, whereabouts information, etc.

5. Athlete Management

- Oversee and maintain procedures relating to the human resource policies and financial matters pertaining to athletes such as leave applications, insurance, expense claims, results and bio data.

- Oversee recruitment and renewal contracts for all HP national team athletes and coaches.

- Ensure, through the communication and monitoring of the athlete agreements, that all HP national team athletes are:

a. Training under adequate conditions and are monitored by coaches on a daily basis,

b. Adhering to the weekly, monthly and annual competitive training programmes.

c. Complying with the terms of their agreement.

6. Committees & Policies

- Coordinate and attend all SSF and international high performance related meetings.

- Vet the agendas and drafting of meeting minutes for these meetings.

- Submit periodic reports and meeting minutes to the SSF HP committee regarding on-going HP and national team programme matters.

- Coordinate with the disciplinary committees and handle all matters relating to coaches and athletes code of conduct and discipline.

- Review, revise and develop appropriate policy documents as required.

Reporting to the Financial Systems Manager, this position drives the following processes and activities to enhance internal controls, governance and risk management in the organization:

Internal Control over Financial Reporting (ICFR):

· Assist with the establishment of design and operation evaluation plan for ICFR (K-SOX)

· Support internal and external audits requirements as well as follow-up measure implementation

· Understanding the job processes of functional departments

· Identify opportunities for improvement on financial systems processes

· Work closely with internal stakeholders to identify workflow gaps

· Collaborate closely with internal stakeholders across different organization level to facilitate smooth execution of audit fieldwork and monitoring

· Perform daily controls monitoring

· Other ad-hoc tasks related to job processes and internal control

Financial Planning:

· Assist in assigned tasks relating to Risk Management and Financial Planning

Job Requirements

· Bachelor's degree in finance/accounting or equivalent

· At least 2-3 years of Big 4 audit experience

· Good auditing skills with a good understanding of internal controls/risk management concepts

· Healthcare or Pharma experience will be an added advantage

· Experience in SOX would be advantageous

This is a 6 Months Contract role (Subject to renewal)

• For 6 months, you will be the HR Project Manager supporting the formation of the Performance Materials business unit across Asia Pacific (APAC), and will be a business partner to the APAC Senior Director of Performance Materials.
• You will report to the APAC HR VP and work closely with the country HRs across the region to align on the development and implementation of business-people strategies under this business unit.

YOUR RESPONSIBILITIES SHALL INCLUDE, BUT WILL NOT BE LIMITED TO:

1. Business and HR leadership:

• Work closely with the HR & Managers in the development and review of the overall business-people strategy and ensure implementation.
• Plan, manage, and lead organizational change processes to improve effectiveness.
• Act as a primary contact to functional managers for organizational development strategies and tactics
• Support and assist in the development and implementation of supervisory and management training programs.

2. Talent & Performance Management

• Lead the employee engagement agenda. Develop & drive business and region sponsored employee engagement programs.
• Support the leadership in the business and the employees in making sure performance management is properly administered.
• Provide guidance to employees and managers in the performance management process
• Partner with the Senior Director in deploying the Talent & succession planning process for the country.

Qualifications

• Bachelors/ Master in Human Resources
• 10 years + of experience as a HR Business Partner and/or Country/Business HR lead.
• Experience as a HR Strategic Partner and a proven ability to partner with Senior leaders.
• Mandatory to have deep industry knowledge in Tapes and Durables products
• Extensive experience with Avery Dennison customer ecosystem
• Experience in Talent Management and Performance Management.
• Experience managing/supporting China, including regional teams.
• Proven ability to understand and provide creative solutions to business challenges
• Excellent leadership, team building, facilitation, relationship building and consultation skills.
• Proven ability to drive people's agenda with multiple stakeholders.
• Excellent written, verbal communication and presentation skills.
• Excellent organizational and people skills, project management skills, with an ability to openly convey information to team members in a timely, concise manner.
