The incumbent is to ensure the smooth operations of the Centre by performing the tasks under the various functions as spelt out under Principal Accountabilities

Principal Accountabilities

Admin-Related

1. Provide administrative support for the smooth operations of the Centre including but not limited to purchasing and stocking of consumables

2. Processing of referrals, admissions & discharges; Review, apply for, and/or renew Means Test and Financial Assistant for residents

3. Identifying vendors for specific tasks/projects and obtaining and evaluating quotations

4. Maintaining the CCTV and card access systems, and stocking, programming, issuing, revising, and cancellation of access cards

5. Prepare statistical, admin, finance, facility, health & safety, and clients reports/documents and safekeeping them systematically according to statutory requirements

6. Ensure all service contracts and licenses are reviewed, maintained, and renewed on a timely basis

Finance-Related

1. Generate monthly invoices, collection of fees, issuing receipts, managing bad debts, using the prescribed systems

2. Managing Centre’s asset

3. Process cash and in-kind donations

4. Facilitate audits by internal and external auditors

5. Carrying out purchasing function including obtaining quotations, issuing purchase orders, and processing payments

6. Collating, reviewing, confirming, and submitting relevant subvention data and claims to funding bodies within timeframe specified

Facilities-Related

1. Supervise a team of HCAs to maintain Centre’s cleanliness to the standard required by the Environmental Sanitation Regime; Attend training and be licensed as the Centre’s Environmental Control Coordinator (ECC) by NEA

2. Carrying out daily preventive maintenance

3. Receive and process room bookings from internal (SACS/SAMH) and external parties

4. Working closely with Corporate Facilities to implement and review all health and safety requirements

5. To apply and maintain all necessary health and safety related licenses required for the operations of the Centre

HR-Related

1. To manage support staff’s roster including arranging for coverage due to medical leave, home leave, etc

2. Collect, collate, review, and submit support staff’s overtime claims to Corporate HR on a monthly basis

3. To work with Corporate HR to implement policies related to HCA

IT-Related

1. Ensure Centre WiFi, computers, copiers, and other IT-linked systems are operational at all times

2. To work with Corporate IT to implement and review all necessary tasks as required by Corporate IT

Job Description

Responsibilities:

• Assist the Operations Managers in maintaining the operations system and processes of various services to effectively support the hospital in delivering its services. The services include but not limited to:

a. Laundry and linen services

b. Food services

c. Bed Management Unit

d. Facilities Management

• Provide general support to the COO on all operational matters pertaining to the services under the purview of Allied Health and Operations.
• Assist in the development and maintenance of a filing system for the current as well as new services and pilot projects, participating in the setting up of work processes operations systems and procedures to effectively support the new services.
• Support Operations Manager in contract management, generate monthly report to monitor the trend of expenses, performance satisfaction and ensure quality and continuous improvement.
• Keep track of the expiry and renewal of all service/maintenance contracts for Operations, including the sourcing for quotation and preparation of vendor evaluation.
• Support the inpatient meal processes, food quality and patients’ experience and attend to the feedback from ward staff, patients and patients’ families.
• Support the linen and laundry processes and ensure that there is sufficient par level and stockpile of linen for the wards.
• Work closely with infection control team and conduct inspection on food services (inpatient and retail services) and linen and laundry services.
• Assist therapists in SMF application, order mobility devices, consolidate payment, submit quarterly funding claim and data submission to the Ministry of Health.
• Assist in operating the pandemic and business continuity plans in connection with the hospital-wide response plan in the event such plans need to be activated.
• Participate in quality improvement initiatives and projects.
• Keep track of the expiry and renewal dates of all licenses and accreditation; submit renewal applications.
• Assist the Operations Manager in the co-ordination for the internal and external audits and inspection.
• Arrange meetings and minutes writing.
• Assume other responsibilities relevant to position as delegated from time to time including work relating to the expansion of services and development of new services or new projects.

Requirements:

• General Diploma/Degree or equivalent from a recognised institution is required.
• At least 5 years of working experience.
• Must have good understanding of the direction that the hospital is taking in response to the rapidly changing healthcare delivery models which MOH has for the ILTC sector to meet the changing needs in tandem with the demographic changes of the population.
• Must demonstrate initiatives; able to work in collaboration with other professionals in the multi-disciplinary hospital team.
• Should have good communication and inter-personal skills and be able to relate well with colleague and external partners.
• Adequate knowledge of IT is essential as the hospital moves into an electronic records environment.

Key Responsibility:

• Handle customer enquiries by providing accurate and timely information on products, services, and lead times.
• Register new customers in system and assist in managing existing customer credit limits.
• Prepare and issue quotations for products and services based on customer requirements, and follow up with customers to secure orders.
• Liaise with internal teams to confirm stock availability, coordinate production schedules, and align on lead times.
• Coordinate and confirm delivery schedules with customers, ensuring all logistics are arranged according to agreed timelines.
• Review and process customer orders, ensuring all necessary details are captured for accurate sales order creation.
• Collaborate closely with Operation Lead to synchronize delivery timelines, ensure stock availability, and manage customer expectations.
• Process customer requests for site activation and part replacements by liaising with Operation Lead to ensure seamless service execution and post-visit follow-up.
• Generate, file and maintain accurate records of customer interactions, orders, and transactions, including quotation, purchase orders, sales orders, delivery orders, reports and invoices.
• Process Request for Invoice and submit invoices to customers, follow up on billing issues, and track payment status to support timely collection.
• Assist in requesting credit block releases and support finance team in ensuring timely payment from customers.
• Provide backup support for sales-related tasks as needed, including customer follow-ups, order tracking, and resolution of any issues that arise.
• Assist with scheduling tasks and help maintain job planner updates for production timelines and service-related jobs.

Requirements:

• 2 to 4 years of relevant experience in customer service, order management, or sales support
• Industry experience in a technical or product-focused environment (e.g., manufacturing, engineering or logistics) is preferred. Candidates without this background will be provided with on-job training and opportunities to develop industry-specific knowledge after hiring.
• Hands-on experience with ERP systems (e.g., SAP) and CRM tools (e.g. Salesforce) for managing customer interactions, order tracking and documentation is highly desired.
• Understanding of full product order lifecycle, including quotation management, inventory checks and delivery scheduling, or a willingness to learn these processes.
• Strong organizational skill with the ability to handle multiple tasks and prioritize effectively.
• Excellent communication and interpersonal skill for professional interaction with customers and internal teams.
• Proactive problem-solving ability to handle customer enquiries and resolve issues independently or escalate when needed.
