The SingHealth Regional Health System (RHS) drives SingHealth’s efforts in developing and strengthening partnerships across care providers in the eastern region, both private and public, and across care settings – tertiary, primary and community care, to empower our population to keep well, get well and live well in their communities and homes. The RHS provides oversight of all care integration programmes across the cluster for all SingHealth Care Integration and Healthier SG initiatives and provides overarching strategic direction to the various programmes under its’ purview. It also provides support service development, as well as monitors and evaluates key population health initiatives.

You will support the evaluation of population health initiatives at SingHealth RHS. You will assist with developing the programme evaluation plans, engaging the programme stakeholders, coordinating meetings, performing literature review and data collection through surveys and interviews. You will support the preparation of meeting minutes, reports and manuscripts. You will also assist with planning and organizing training workshops and scientific symposiums.

KEY RESPONSIBILITIES

- Assist Manager in the administrative support tasks and duties of the centre, including the day-to-day running of the programme.

- Process and prepare the report for therapy schedules, transport arrangement, referrals, clients’ attendance report, clients’ billing and any ad-hoc reports pertaining to the programme.

- Ensure accuracy and submission of the clients’ record to the various systems such as:

• Client Management System (CMS)
• NAV billing system
• Household Means Eligibility System (HOMES)
• Referral System in IRMS
• ILTC Portal for quarterly and annual case load submission
• Devices Claim in SMF E-catalogue System (SES)

- Participate in ongoing multidisciplinary Quality Improvement (QI) projects for centre services and administration.

- Assist in the implementation of established operational policies and procedures within the programmes.

- Assist in biennial revision of administrative processes (SOP).

- Serve as a primary point of direct administrative contact and liaisons with external institutions such as AIC, MOH, external auditors, etc.

- Provide support to other administrative functions such as managing the inventory record, procurement of office supplies, etc.

- Respond to stakeholders’ enquiries.

- Any other duties assigned as and when necessary.

• Accounts receivable/payable billings and invoicing
• Prepare and maintain financial reports, including balance sheets, profit and loss statements, and cash flow statements

• Reconcile bank statements and resolve any discrepancies in a timely manner

The incumbent shall report to the Global HR Operations Section Head and will be responsible for the full spectrum of HR generalist and admin duties under the section. The candidate needs to possess a high level of initiative and takes ownership on all tasks and projects assigned. The incumbent should be proactive and have the ability to influence by inserting positive vibes to the working environment as well as ability to communicate effectively with all levels in and outside the organization.

1) Onboarding/off boarding

• Assist in pre-onboarding procedures such as drafting of employment contract and application of the necessary work passes, if required, as well as the necessary documents, if any.
• Conduct employee onboarding, whenever required.
• Undertake tasks on performance management such as monitor and keep track of Confirmation Review/ Appraisal of all employees and assist in annual performance review exercise.

2) HR Operations
• Provide support to employees in various HR-related topics such as leave administration, compensation queries and resolve any issues that may arise.
• Updating of organization charts for the Group regularly.
• Assist in development and implementation of human resources policies, SOP and workflows.
• Execute monthly payroll administration with compliance to the legislations by government bodies such as Central Provident Board, Inland Revenue Authority of Singapore, Ministry of Manpower, etc.
• Conduct internal and external HR related surveys, such as Ministry of Manpower Labour Market survey and employee satisfaction survey.
• Analyse, review and propose comparison structures and evaluating pay practices to ensure competitive positioning within similar industries.
• Prepare HR reports and assist in budgeting exercises.
• Preparation of HR letters as required.
• Manage leave administration via the HR system.

3) Work Pass Applications

• Apply and monitor all foreign passes (Work Permits, SPasses, Employment Passes, Dependant Passes, Letter of Consents, TWP etc.) and process its renewal on time.
• Perform administration of training programmes for employees, whenever necessary.
• Submit government claims such as SDF funding, maternity, Childcare, NS claims etc.
• Take charge of off boarding procedures and its administrative works such as preparation of offboarding letters, update HR system and employee personal files, etc.
• Assist in employee engagement planning and activities, whenever required.
• Any other ad-hoc duties/projects as assigned by the immediate superior or functional head.
