• Generate purchase orders, monitor and follow up and expedite with suppliers on delivery of goods and services.
• To review supplier’s performance on price and delivery and to co-ordinate with supplier and QA/QC on quality issues.
• To compile purchasing statistics and reports on assigned materials /commodities if required.
• Liaise with Finance/Account staff on vendors credits application, bank & financial instruments.
• Liaise with other departments on procurement matters (eg: Project, Commercial, Store, Production, QA/QC, etc. where necessary).
• To be involved in the Vendors’ Qualification and Assessment as per ISO procedures.
• Conducts due diligence of identified sources and facilitate their pre-qualification.
• Monitors and pro-actively takes actions in response to market trends for raw material.
• Prepares bidder lists and releases request for quotations;
• Prepares bid tabs and analytically evaluates proposal in terms of the commercial and technical requirement.

• To provide administrative support to the procurement team.
• To handle the registration of Request for Quote (RFQ), Purchase requisitions (PR) and Purchase orders (PO).
• Generation of PR - PO weekly report.
• To monitor the flow of PRs and update the status of PRs’ approval in the Procurement Order System.
• Faxing of confirmed signed POs to vendors.
• Filing of PO / PR, Fax, e-mails, quotations and correspondences.
• Updating of new vendors in the master list and record.
• Assisting in the Annual Vendors Assessment exercise.
• To assist in the raising of service or purchase orders to painting, transport & logistics providers.
• To provide inter-department communication support.

Job Requirements:

• Diploma in Purchasing Management/Supply Chain Management/Engineering or equivalent
• Minimum 5 years’ experience in Marine or Oil & Gas industry or machinery procurement experience
• Good experience in buying different type of Piping & steel materials
• Able to work independently, meticulous and analytical with excellent problem-solving skills
• Strong commercial acumen and negotiation skills
• Good knowledge of financial and legal terms

RESPONSIBILITIES:

• Perform functions to get the best value for the Company from suppliers and subcontractors, ensuring quality, on time delivery and safety of products and services
• Evaluate supplier and subcontractor’s performance and report monthly
• Work with Quality Assurance Team for inclusion of suppliers in AVL.
• Resolve issues with vendors on non-conformance and achieve on time delivery
• Liaise with vendors on order requirements, logistics and delivery
• Extensive usage of ERP systems and job tracking and maintaining records
• Purchase both direct and indirect materials
• Negotiate with vendors to ensure best cost effectiveness
• Monitor and expedite delivery with supplier to support plant’s on-time-delivery KPI
• Ensure all purchase orders are created timely

REQUIREMENTS:

• Minimum Diploma in any discipline or equivalent based on past work experience
• Good communication and interpersonal skills
• Self-driven individual with a positive learning attitude
• Computer literate with knowledge in ERP systems
• Experience in import/export duties is an advantage

Job Duties and Responsibilities:

• Receive, record and process daily purchase requisition from production department.
• Negotiate with supplier for the most cost effective deal.
• Manage and liaise with vendors to ensure on-time delivery of goods.
• Liaise with internal department’s personnel on project related activities.
• To attend meetings to understand and support project activities.
• To perform any other duties as assigned by immediate supervisor.

Requirements:

• Candidate must possess at least Primary/Secondary School/"O" Level in any field.

Based in Tuas and reporting to the Manager, Purchasing, you will be an integral member of the procurement team.

Your key responsibilities shall include:

• Ensuring the prompt and accurate processing of purchase requisitions through the best means possible, while meeting delivery and budgetary targets.
• Regularly reviewing, refreshing and managing the shipyard’s vendors and subcontractors to ensure that deliverables are being met at all times.
• Pro-actively seeking out non-conventional supply chains and new providers of equipment, material and services.
• Ensure that the company’s policies and SOP’s are complied with at all times.
• Supporting the Commercial Department’s cost estimation and project planning processes.

Basic Requirements:

• Utmost integrity and honesty.
• Minimum five years’ experience in a similar capacity in the marine and offshore industry.
• Degree or Diploma in an engineering or relevant technical discipline.
• Working knowledge in SAP preferred.
• Good leadership and negotiation skills.
• Knowledge of working with large datasets.
• Good analytical and organizational skills, resourceful and meticulous.
• Effective communicator in written and spoken English.
• Able to thrive in a fast-paced environment.
• Proficient in relevant Microsoft Office programs, including Microsoft Project.
