Job Purpose

The role holder is responsible for providing leadership to the Regional Finance team of SEA, assisting in the development and implementation of Finance strategies, policies and procedures in the geography, and providing support to senior leadership team.

Key Responsibilities

Leadership

• Assist group finance head in the development and implementation of Finance policies and practices in the region.
• Lead finance controllers of SEA region.

SUMMARY

Report to: Head of Finance

You will handle a comprehensive range of accounting duties and assist the Head of Finance based in Hong Kong with financial and management reporting, budgeting, and forecasting.

The Finance Assistant will be responsible for maintaining the daily operations of accounting functions. This includes assisting with data entry and ensuring the accuracy and upkeep of financial records. Additionally, the role involves aiding in the preparation of reports and supporting sales reconciliation processes. Alongside these core duties, the Finance Assistant will undertake general administrative tasks and assist with various ad-hoc projects as needed.

This is a 6 months contract with possibility to convert to permanent. Interns and fresh graduates welcome.

Role Responsibilities

Job Description:
You are responsible for timeliness in processing of patient bills and claims, checking for bill accuracies and review completeness of patient documents for medical claims. In the course of your work, you will handle patient enquiries relating to bills, claims and payments. You will also provide administrative support to the department, be involved in Quality Improvement projects and End User System testing.

Job Requirements

• Accredited professional accountant
• Degree in Accounting/Audit
• Has exposure to Singapore Charity accounting and governance
• Has experience with COC reporting and other required finance regulations

Job description

AR Billing

• To create new customer records and update existing customer records
• To generate invoices and send to Services
• To generate clients outstanding list for Services use
• To generate statements of accounts (SOA)
• To generate adhoc invoices, credit notes as needed
• To ensure all invoices, credit notes raised have proper approval, supporting documents and are saved on Sharepoint for complete document retention

AR Collection

• To post receipts for all the collections
• To ensure receipts are posted against bank statement on a weekly basis
• To ensure posting of receipts, banking and cash handling procedure are adhered by Services in accordance with Finance SOP and highlight to supervisors wherever necessary.
• To follow up with relevant agencies/departments/Services with regards to receipts
• To bank-in cheques physically at DBS bank branches, as needed
• To ensure no unposted receipts
• To update the list of unreconciled receipts (due to pending information)
• To perform clearing of customers open items on monthly basis before Ageing report is generated
• To carry out monthly debt collections procedures in accordance with the Finance SOP
• To coordinate on the preparation, review & approval of bad debts write off forms
• To manage the smooth functioning of AR collection, which includes liaising with Admins

AR Intercompany

To post Advanced Intercompany Journals (AIJs - Intercompany transactions) for

• Monthly charge out between Services (i.e. shared support costs, therapy services, payroll, etc.)
• Funding, disbursements, donations
• Expenses

Investments

• To fulfill requests from different internal stakeholders to raise AIJs

AR Donation

• To create cash sales records based on Community Partnership (CP) weekly reports
• To ensure receipts are posted against bank statement on a weekly basis for all HQ Bank accounts
• To prepare donation reconciliation (including donation in kind) on monthly basis
• To prepare IPC donation submission to IRAS annually

Other Responsibilities

• To provide necessary support during internal and external audit
• To ensure all supporting documents are uploaded on Netsuite, Sharepoint accordingly
• To take on any other adhoc duties assigned by the supervisors
• To propose changes to the AR processes to the supervisors
• To update the Finance SOP as and when the changes are made to AR process
• To brief the Service and departments on the AR process as and when required

Local Financial Reporting, Taxation & Financial Management:

• Responsible for precise accounting records for the company's local operations
• Manage tax filing tasks, encompassing corporate tax, indirect tax, and withholding tax, to optimize tax provisions and streamline compliance
• Collaborate closely with external auditors and tax agents to effectively address audit and tax-related concerns
• Act as the primary contact for all tax inquiries from the Inland Revenue Authority of Singapore (IRAS)
• Proactively identify and mitigate potential tax risks
• Enhance existing accounting processes, internal controls, and procedures for optimal efficiency and compliance

Qualifications:

Finance Executive - Regional Operational Treasury

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Weekly Cash Balance Report:

o Compile and analyze data from various banking platforms to report on the company's cash position.

o Identify trends in cash usage and provide insights for optimizing cash management.

• Cashflow Rolling Forecasting:

o Develop and maintain a rolling cash flow forecast to project future cash positions.

o Collaborate with various departments to gather forecasting information.

• Foreign Exchange Management:

o Monitor SGD/USD exchange rates daily and assess the company's exposure to currency risk.

o Initiate FOREX deals as necessary to hedge against currency risk in line with the company's financial policies.

• Loan and Fixed Deposit Management:

o Coordinate monthly loan drawdowns and manage the rollover of fixed deposits, ensuring favorable terms and compliance with contractual obligations.

• Banking and Payment Operations:

o Update bank mandates as needed to ensure compliance and operational efficiency.

• Intercompany Financial Management:

o Execute billings related to intercompany loans, payments on behalf and other non-trade transactions ensuring transactions are recorded accurately and in a timely manner.

o Oversee intercompany transactions, ensuring they are recorded and executed according to agreed terms.

o Perform monthly reconciliations of intercompany accounts, resolving any discrepancies in a timely manner.

• Month-End Financial Postings:

o Responsible for the accurate posting of journal entries related to treasury operations, including loan interest, bank reconciliations, and lease liabilities.
